[Bug]: Cannot draw a hollow circle / transparent shape in Read & Annotate tool

The Problem

I am trying to draw a standard hollow circle.
Currently, this is impossible to accomplish because:

1. Selecting the no background color or transparent option for the fill does not work.
2. Adjusting the opacity slider down to 0% applies the opacity to the entire object (both the border and the fill color), causing the whole circle to completely disappear from view instead of leaving a transparent center.
