Add a general meteorology only mode that includes nowcast/forecast

This is separate from the Wind10m layer, and is complementary to it. Only the meteorological data would be processed. In order to support this for continuous nowcast/forecast, the ASGS will need to be able to fake the hotstart file. The goal is to be able to rapidly verify meteorological data processing at a large scale with minimal computational expense.
