Fix backward compatibility for configuration files with `ENSTORM`

Old configuration files set the name of the scenario using the parameter ENSTORM but this was deprecated in favor of the parameter SCENARIO. The scenario package size is not counted correctly for old configuration files that still use ENSTORM. This can be fixed by checking the value of both ENSTORM and SCENARIO in bin/get-scenario-package-size.
