[Feature request] External hyperlinks to annotations

When using RV as a Research Catalogue exposition format, it would be extremely useful to be able to hotlink to specific annotations from an outside page (e.g. textual/graphical exposition on RC) so that the RV UI loads with the play head at that annotation, the video paused at that timestamp, and the annotation selected.

I presume nothing like this already exists because routes.ts currently handles anything other than the root URL with NotFoundComponent? Or maybe it would all go through the root URL and use query parameters?
