consider bundle manifest parameters

It would be nice if regal would read the bundle manifest and use certain parameters.

For example, rego.v1 can be specified in the manifest, which has an impact on what is valid rego and what not. Any tool like regal needs to be aware of the module's version, in order to give correct diagnostics.
