Add specialist hire delays.
One common strategy in the original subterfuge game was stacking hire tokens to keep your upcoming hires a mystery to both yourself and the upcoming players. This lets you bulk-hire a ton of specialists and get their effects immediately at the time of hire, surprising your opponent and guaranteeing a victorious battle in many cases.
In order to get around this and prevent "stacking" hires, implement a "training" period. This will prevent 'stacking' hires to get a surprise effect. Once a specialist is hired they must be trained on the field for, let's say, 8-10 hours (10 hours * 60 min per hour / 15 minutes per tick) =~ 40 ticks after being hired before their effects can begin to apply. This will also help to mitigate turtling as attacking a turtle is no longer a mystery to what specialists will be present.
Solution
Implement a delay on specialist hires before their effects are active to prevent stacking hires to surprise your enemies.
