VGM format sucks ass. I have talked with it's developer. Header is ugly abd rigid, format is not flexible at all. It was originally meant for sega master system music logging, but more crap was added on top.
Why VGM is not universal? It doesn't support SID and NES + expansions music. It doesn't support ESFM in native mode. It doesn't support 4xES5506 + 2xOPM + 8xYM2612 configurations since fuck you, only up to 2 chips of each type.
VGM became a traditional way of dealing with music data if you can't properly convert it to tracker module or MML program. But it doesn't mean it's good. There were numerous attempts of creating new format, I even did the spec for it, with support from VGM format creator, but it never took off since everybody is holding on bad 23 years old format.
