docs: Initialize CSI_WF tracking and project setup

- Add comprehensive CSI_WF project tracking documentation
- Document repository setup process and fork workflow
- Initialize baseline checkpoint for 3-phase standardization
- Add Claude Code project guidance (CLAUDE.md)

This commit establishes the infrastructure for the Command Syntax
Inconsistency Workflow (CSI_WF) project, which will standardize
645 references across 35+ documentation files.

Project Structure:
- claudedocs/CSI_WF_TRACKING.md: Phase tracking and metrics
- claudedocs/CSI_WF_SETUP_LOG.md: Repository setup documentation
- claudedocs/CSI_WF_ACCESS_SETUP.md: Fork workflow guide
- CLAUDE.md: Project overview for Claude Code

Phase Plan:
1. Critical Fixes (1 hour): Legacy cross-framework errors
2. Standardization (2-3 hours): Consistent capitalization/syntax
3. Enhancement (3-5 hours): Style guide, CI/CD, reference docs

Performance Targets:
- 4.3x speedup vs sequential (parallelization optimization)
- 46% token savings (75K-85K vs 120-140K baseline)
- 35-45 tool calls (vs 150 baseline)
