Check dataset for WOCE-2 data points global before including in synthesis files

There were some datasets added to the global synthesis file without any data points. Ends up all the data points were WOCE-3 or WOCE-4. The gov.noaa.pmel.dashboard.programs.GenerateCruiseReports.generateReport method check regional reports for a WOCE-2 data point in the region specified (about line 300-330) but skips this for the global synthesis file. The skip of the region is correct for the global synthesis file, but it should check for the existence of a WOCE-2 datapoint in the dataset.
