Master SOCAT DOI, URL, and citation reported in synthesis files should be read from a configuration file #156
Description
The SOCAT master DOI, URL, and citation are currently hard-coded in gov.noaa.pmel.dashboard.programs.GenerateCruiseReports as private static final String values. Instead, these should be read from a configuration file so the program does not have to be recompiled so just these changes.
