Update Sass/Scss build

https://pypi.org/project/compile-scss/ does not exist anymore, need to find another way to build .scss sources.

Hi, it seems your Sass source is compatible enough with libsass so you can compile it with a Python libsass wrapper.

You may be able to use something like Boussole or lower level lib-sass, they all have a commandline interface or can be used programmatically. This is pure Python (with a compiled C module) solution to compile Sass compatible with libsass (but not compatible with last Sass features like in dart-sass).
