feat: add shared ui elements

Elements are custom elements based on lit-element and use behaviors to provide a variety of common UI elements, like tooltips, tabs, selects (comboboxes), modals, accordions, scrollable tables, etc.

Elements will include element styles, which are using the theme's CSS custom properties to enable themeability out of the box.
