fix(ravengard): potion tooltips were corrupted by the extraction, and consumables work

The second capture extraction lost its glyph literals, so every regex matched everything
and consumables came out legendary with every stat at once; regenerated with escaped
codepoints. Consumables now heal what their captured effect line says on use, instant or
over time, consuming one from the stack, so any new potion works by existing in config.
