Allow participants/session members to restart rounds #821

Is your feature request related to a problem? Please describe.
As a session member, I want the option to restart the round with the 'new' button. This is important because the session admin may not always be present until the end of a planning session, and without this feature, a completely new session with a new admin would need to be created to continue.
Describe the solution you'd like
We should implement a settings button on the Prepare Page/Wizard that allows us to enable or disable this feature. This will give teams the flexibility to decide whether session members can restart rounds, ensuring smooth progress even if the session admin is not present throughout the entire planning session
