[CI] Add 2.0 to 2.1 upmerge configuration (#389)

This PR adds the 2.0 to 2.1 upmerge configuration to the CI workflow,
ensuring automatic upmerge PRs are created for branch maintenance.

- Added 2.0-&gt;2.1 matrix entry to `.github/workflows/upmerge_pr.yaml`
