[Maintenance] Remove the changelog file (#474)

Rationale:
- The file doesn't provide any additional information besides a
generated list of PRs
- The same exact information is already available on the releases page
- There's no real context gain in having it, since to check what
actually changed and how, you still need to access the repository on
github
