Crashes with poor error message when web-of-registries is down

When web-of-registries goes down, a SynBioHubException is thrown. It should handle this situation more gracefully, since WOR is not needed for most functionality. It should also give a better error message that it cannot connect to WOR when it is actually needed.

Probably in backend where it talks to WOR. Ask @cjmyers when ready to work on this.

Can test by adding typo in the Web-of-Registries URL (currently https://wor.synbiohub.org)
