if vasp plo runs in Hk mode ensure that the converter uses proj_or_hk=True

Currently one can run plovasp in Hk mode, but the converter it self with proj_or_hk=False, but this leads to wrong input if combined in this way. We should ensure that if plovasp ran in Hk mode that the converter has to run in proj_or_hk='hk' .
