doc: add canonical URL pointing to latest/ for SEO

Set html_baseurl so every version build emits a rel="canonical" link to the
latest/ copy of each page. This tells search engines to prefer the latest docs
over older/unstable versions (and de-duplicates the identical latest/ and
newest-release folders).
