Overall balance updates when changing months

Describe the issue
The overall balance is technically supposed to show the total time. Arguably it could show the balance up until a past month, but I don't know if it should account for future months when switching.

To Reproduce
Steps to reproduce the behavior:

1. Move to previous/forward months
2. See that the overall balance is updated

@tupaschoal Before implementation, we should clarify the intended meaning of “Overall Balance”.

Current behavior changes the value based on the month/date being viewed. This issue suggests the expected behavior may be for it to stay anchored to the real overall total instead.

Can we confirm the expected behavior for these cases?

1. Current month: should it show the balance up to today, or up to the end of the displayed month?
2. Past month: should it stay anchored to today’s total, or show the balance as of the end of that past month?
3. Future month: should it stay anchored to today, clamp at today, or include future scheduled work?
4. Should Month view and Day view follow the same rule?
5. If the intended behavior is month-dependent, should the label/tooltip also be updated so “Overall Balance” matches what is being shown?

Great questions. To me overall is everything accumulated up until that point, so the answers would be:

1. Up to current day
2. Anchored
3. Anchored. Not sure I got the difference between anchored/clamp
4. Yes
5. Yes

Arguably one could have a preference to state like "Balance is up to currently displayed month/day" which would then allow different visualization for questions 1-3. The thing is where to stop. If you're on month view, do you always count until the end of month?

@tupaschoal Thanks, that clarifies it.

I’ll work on this issue treating Overall Balance as the accumulated balance up to the current day, independent of the displayed month/day, in both Month and Day views.

I’ll keep the optional preference idea out of scope for this issue for now.

I’ll also check whether the label/tooltip text should be updated so it matches the implemented behavior.

Implemented in #1350

This updates Overall Balance to stay anchored to the current day in both Month and Day views, instead of changing when navigating to past or future dates. It also updates the related tooltip text and adds regression coverage for the navigation cases.
