Replace python tooling with `uv` and `ruff` as much as possible

I would like to propose to use uv and ruff in this project. The immediate benefit would be that both of these tools are very fast and are much more sensible in their design than other tools. Ruff would allow you to combine all the different tools such as black, isort, flake etc, while losing none of the functionality.

Last time i looked into this, I could not quite get it to work, but the performance gains of uv vs pip was really nice.
