router: Add support to serve local port only as last

Currently, the router does round robin among all ports. It would be nice to have a PORT0_INJECT_LAST parameter that enables that the local port is only arbitrated when no other request is at the output port. This is priorization of packets in the NoC over injecting new packets into the NoC.
