[web] Updates to Node package versions to address security issues.

Dependabot was complaining about a number of things.  The issues don't
really affect this code since the web components don't really handle
untrusted data and definitely don't handle untrusted source code.
However, the update should reduce the false positives from Dependabot
and therefore help us to recognise new problems when they arise.
