It should be possible to place each tool plugin in a separate class instead of adding them to the controller itself. An abstract class for plugins in general would be great to achieve this and enables plugins from other extensions too with the help of a global plugin registry. Extend the ToolsUtility with a method registerPlugin, perhaps unregisterPlugin too.
