Two same tag for one person is reduced to only one tag

I want to give the person two same tags, but they are reduced to only one tag without an warning and this is not specified in the UG.

This is not specified in the UG, but defaults back to the reasonable correct behaviour, which is that two of the same tags entered should be reflected as one tag, rather than 2, which might hinder the user otherwise.

This behaviour is under unlikely to affect normal operations of the product as defined in the severity.Low tag. Hence, we decided to tag this as a severity.Low issue instead
