Build API Endpoints for Core Quran Data

Description

We need to build a set of API endpoints for serving core Quran data in QUL.
This will allow frontend tools, external apps, and community developers to query important information like chapters, verses, words, audio segments, translations, tafsirs, and grammar details.

Each specific API task has been split into smaller issues.
