It is possible to add translations to an unapproved sentence

To Reproduce
Steps to reproduce the behavior:

1. Say there is an unapproved sentence called A. When looking at A, the "translate" button is insensitive and one supposedly cannot add new translations.
2. Go to Contribute → Add sentences
3. Add a new sentence called B.
4. Click on the (i) icon to go to B’s page.
5. Add a translation to B. Make it so that the translation text is exactly the same as A.
6. B gets added as a translation to A.

Expected behavior
Not sure, maybe add B as a duplicate sentence of A instead of linking it.
