Add a method to allow the hardware rotary encoder to honour the intent.

In most cases it is not needed that hardware rotary encoders listen to intent except for a few edge cases. However, the change is trivial.

**Describe the solution you'd like**
Simply add a boolean variable that tracks if intent should be taken into account.
