Feature description

Update contributing guidelines with clearer rules to improve our development process.

Current guidelines kind of say that unsolicited PRs are illegal, however these rules are not really enforced.

Need to update guidelines to make it very clear when PRs can and cannot be opened; conditions PRs must meet to be eligible for review; what things warrant creating an issue; and a bunch of other things

Basically want make proper rules for our development process that team members and non team members must follow so that things can process smoother
