Notifications - Option to check at specific time(s) rather than at an interval

Feature description

Under Settings > Notifications it'd be nice if you could set the specific time(s) to check your feeds rather than only at pre-defined intervals.

Why do you want this feature?

Only want it to happen at specific times rather than X hours since the last refresh.
