When not able to get a channel’s videos list through the local API, fallback to the RSS feed

Feature description

Some months ago there was this problem where NewPipe stopped being able to get any channel’s videos list (#9223), which, of course, made the app almost unusable, led to a lot of complaints and devs then had to hurry up a fix. This problem, though, could have been alleviated if the NewPipeExtractor/the app, when not able – for any reason whatsoever – to retrieve a channel’s videos list through the local API, would then just fallback to the channel’s RSS feed. Yes, the RSS feeds are limited to the latest 10 videos, but that is 10 videos better than nothing.

Why do you want this feature?

NewPipe can already handle RSS feeds and this feature would prevent big downtimes due to YouTube's changes.
