[Measure Command] Ask noteskin where to place graphics

Currently, the renderer is the one that takes care of all noteskin placement calculation, the only thing noteskins can do is alter their width and height.

A proper system should be message to replicate "MessageCommands" and let noteskins return where the should be placed or let the noteskin itself place graphics on the measure.
