Steps to Reproduce

Add a carver to the dimension using vanilla carver types

What You Expected

Carved area to not be flooded

What Happened Instead

Carved area is flooded below sea level

Additional Details

Disabling aquifers paradoxically causes vanilla carvers to assume water is to be placed below sea level. Once enabled in twilight_noise_gen this issue is fixed and does not seem to impact the rest of the dimension.
