Add notification for frameworks failing in the run

Actually we have the maintainers users to be notified when changing their framework directory in the repo (if they add it in the benchmark_config.json).

It'll be good to use that maintainers to be notified in some way, when fail their framework in the runs.
Because a lot don't know that it is failing in the runs.

And also it's easier to fix when they know when failed, and not some months later.
