If anyone runs into issues with zone transfers and clustering is not working properly and you're running Linux make sure systemd-resolved hasn't been enabled somehow on the machines hosting the Technitium Dns server.
It will likely hijack port 53 and cause all sorts of fun and games, and depending on how resolved is configured it may not look immediately obvious what is broken.
