Add SQL symbol resolving functionality

A critical component of dependency analysis is the logic to resolve any SQL symbols (named relational references/objects) with objects in a user's defined repository scope. This may be a VDB scope, multiple VDBs (if import-vdb is used) or the entire workspace.
