TMA does not start for a new user (IF Telegram app for iOS is not running)

Description

Calling THE (Telegram Mini App) does not work correctly - TMA DOES NOT START AT ALL - under the following conditions:

1. The Telegram app for iOS is not running
2. Previously, the User did not grant permissions to either the bot or TMA (he is a new user for TMA).

Expected Behavior

TMA should start for a new user
(The Telegram app for iOS is not running) && User did not grant permissions to either the bot or TMA (he is a new user for TMA)

Actual Behavior

TMA does not start for a new user
(The Telegram app for iOS is not running) && User did not grant permissions to either the bot or TMA (he is a new user for TMA)

Steps to Reproduce

1. Close Telegram app for iOS
2. Scan QR (https://t.me/[BOTNAME]/[APPNAME]?startapp=[STARTPARAM])
3. Bot is starting
4. TMA - DOES NOT START! IF (The Telegram app for iOS is not running) && User did not grant permissions to either the bot or TMA (he is a new user for TMA)

Environment

Device: iPhone 14 Pro Max

iOS version: 18.2.1

App version: 11.7.0 (30170)

Telegram for Android it always opens TMA correctly!
