Update git submodules

* Update extensions/Cite from branch 'REL1_45'
  to 35d857f4dd9ab920fe09e04e30422f04d401e2f1
  - Fix underscore encoding in tests and re-enable
    
    Parser tests updated using the following regex replacement (plus a bit of manual work):
    (id="[^"]*)_([^"]*") => $1_$2
    
    Separate patch due to merge conflicts.
