Reconfigure vireo4 to run in an external tomcat container

System upgrades can update tomcat to the latest version - this will help avoid known vulnerabilities in tomcat.
Under the current arrangement embedded tomcat must be upgraded independently.

Additionally, this will bring vireo in line with the way a service commonly used for vireo assets work - DSpace runs in an external tomcat container.
