Redo the PyPi package with Cli tooling for running the webapp locally #416
Description
Would need to
- install dependencies
- run webapp
Probably 500 other things, but seems like the way forward.
Pre requisite issue is leaving the local couchdb intact between runs (i always blow it away, but i'm not sure if thats a function of me doing some wierd thing in dev)
