Fills out openai models
Adds builtin tools for google and openai
For openai code execution, need to update llm_service to handle the
ResponseCodeInterpreterToolCallresponse (also need to munge it to fit the rest of things)For gemini, add urlContext and codeExecution builtins (both work)
