Add later python 3.s into supported?

I think due to https://github.com/TheLabbingProject/pylabber/blob/master/setup.py#L48 pypi lists only 3.7 and 3.8 supported https://pypi.org/project/pylabber/ (bottom left)

The packaging is severly outdated in general. I'll try to give it a little boost and also address this on Wednesday.
