Add scale attribute & ability to import/export NPCs

Hi,

I'd like to be able to scale the size of player NPCs, only thing I found to do that is using Minecrafts built-in /attribute command.
I'd also like to be able to export & import NPCs & their data, so I can easily move NPCs to a different server or save an NPC for use later on - like a WorldEdit schematic.

To import an NPC, you can just copy the file to the target server and restart

Which file would that be? As I've done that for the files in the saves directory and the NPCs did not spawn on the target server.
And given there is an /npc attribute command I think it would be less confusing to use that instead of specifying /attribute NPC_<random id> minecraft:scale etc.. having to guess the NPC ID.

With the introduction of mannequins in 1.21.9 the random id has been completely removed so you just use the target uuid which is much easier
If you copy the files over from the saves directory the specific world also has to exist with the same key
