[tempo-distributed] Remove helm-docs, standardize README

- Delete README.md.gotmpl
- Rewrite README.md to standardized format with OCI + HTTP install
  sections, changelog link, and no auto-generated badges/Values table
  or version footer
- Preserve Upgrading, Components, and Configuration sections
- Update dependency table versions to match Chart.yaml
- Bump version 2.3.1 → 2.3.2
