Page Updates (space-wizards#485)

This PR is to resolve and close
space-wizards#27 and update the Staff
Policy, Project Managers, Internal Affairs, Toolshed, and Admin Tooling
pages, along with adding a Scripting Tutorial section.

Instead of editing on the Github site, I've made my changes through VS
Code as I was told. I have reviewed my changes one last time and have
not found anything that appears to be incorrect.
