By default, the Frequency Plan Australia 915 - 928MHz has a Dwell Time enabled, causing Uplink with large Payload cannot be sent.
Why do we need this?
Since Brazil does not have Dwell Time limitation, we need to have a Frequency Plan where Dwell Time is disabled by default.
