Add "message" for users arriving from old m.thetyee.ca and app.thetyee.ca

Hi @alexgreen,

Could you give this a think and possibly mock-up in GitHub:

• Users who used to be redirected to m.thetyee.ca on certain small mobile devices will now arrive at the new pages.
• For some, who've bookmarked the old m.thetyee.ca URL, this might be confusing.
• I'm thinking we could show them a message/notification about the change (with link to article about) and then set a cookie so so we know they've seen it and then hide it.

Curious where "notification" like this might work in the new article layout?

Do we still need this? I recall you mentioned its not important anymore.
