Improve blocks's validations.length validation

Currently, users can only find out they have reached the maximum of block entries by saving, which leads to a poor user experience as users might only find out about the limit after adding many blocks.

There are a few ways to improve this:

• Hide the Add button when the maximum blocks is reached
• Validate length on each block add/remove
