What should happen
It's not a hard bug per se, but it's definitely odd behaviour that breaks immersion.
With seasonal events enabled (which, as of opening this issue, activates the snow shaders) pedestrians are much more likely to panic if the player is driving a car. Even normal driving on the road (e.g. during "Three's a Crowd" when driving home Michelle) causes pedestrians on the adjacent pavement to scream and run away. I have tested this multiple times, and even slightly accelerating 2–3 m parallel to (thus not aiming at) a pedestrian is enough to make them start panicking and running away. This does not occur when seasonal events are switched off.
