IIRC, the snowy windshield texture is actually the same as the dirty one, just colored white, so

1. It's shared across all cars in the game and likely doesn't match the position of wipers on 99% of them.
2. This has always been a thing.

Editing this texture for every single car in the game takes more effort than it's worth. It is possible and you can do it yourself. The texture is called vehicle_generic_glassdirt and it's located inside the vehshare.wtd file in the vehicles.img archive. Edit it so it matches one specific vehicle, then add it to that vehicle's WTD file so it always uses that texture with the matching pattern instead of the shared one. Rinse and repeat for all the other 104 cars.
